Promoting the construction of the twin-city economic circle in Chengdu-Chongqing has become a national strategy, providing support for Chengdu-Chongqing high-quality development. In view of the high-quality promotion of the construction of the twin-city economic circle and the constraints faced by the economic ties between the two places, many committee representatives have made suggestions and suggestions.

Logistics provide important materials for urban production and residents' lives, which is of great significance for promoting industrial structure adjustment, changing the development mode, and improving the competitiveness of the national economy. Strengthening the coordinated development of logistics in the Chengdu-Chongqing area can achieve the resource aggregation, enhance the competitive advantages of the industrial base and innovation vitality between the two places, and improve the economic level.

Based on this, Luo Xia, a representative of the National People's Congress and a professor at the School of Transportation and Logistics of Southwest Jiaotong University, brought up a proposal "Suggestions on Strengthening the Coordinated Development of Logistics in Chengdu-Chongqing Region and Helping the Construction of the Twin-City Economic Circle in Chengdu-Chongqing Region." 1. Accelerate the construction of a logistics fast-track network between the two places

First of all, in accordance with the principles of collusion and joint construction, , we will jointly compile a comprehensive transportation plan for the twin-city economic circle in Chengdu-Chongqing area, promote the integrated development of infrastructure, and enhance the level of interconnection between Chengdu and Chongqing. Secondly, it is necessary to further enhance the material exchange capacity and promote the mutual development. Support the opening of the "intercity" trains of the Chengdu-Chongqing Railway Container Central Station, and broaden the applicable field of the "collective consolidation" mode; open regular truck routes between Chengdu Airport and Jiangbei Airport to take advantage of the comparative advantages of their routes. Plan to open the Chengdu-Chongqing Highway Express Line, and mutually establish the Chengdu-Chongqing Special Highway Logistics Park to enhance the distribution and distribution capacity of the two places.

2. Promote the high-quality development of foreign logistics channels in Chengdu and Chongqing

To consolidate the national leading advantages of the international logistics channel; build a high-energy-level airport cluster with international competitive advantages, improve the freight network of Chengdu-Chongqing area covering the world's important aviation hub cities and economic center cities, and jointly build the Chengdu-Chongqing international aviation gateway main hub. Second, in accordance with the principle of "unified brand, unified specifications, and unified operation", explore comprehensive operation platforms such as international trade services, cross-regional logistics information, and cross-border logistics financial services, and set up regional logistics hubs and classification nodes. The third is to promote the construction of a large international logistics channel from Southeast Asian countries through Chengdu-Chongqing to Europe, construct a new international continental bridge system in Southeast Asia-Chengyu-Europe, and transform Chengdu-Chongqing to an "Asia-Europe" international transshipment center.

3. Further strengthen the cooperation of multimodal transport in Chengdu and Chongqing

One way is to improve the top-level design, to strengthen communication and cooperation in logistics hubs, logistics channels, transportation systems, technical standards, operating rules, market guidance, etc., and to coordinate policy development, system innovation, technology innovation, service innovation, and to formulate multimodal transport Industry standards and operating rules. The second is to promote multimodal transport supervision and port cooperation. Formulate highway container vehicle traffic policies, provide special preferential treatment for container vehicles entering and leaving major ports and key logistics parks, and guide the transformation of medium- and long-distance freight transportation from full-way road transportation to intermodal transportation such as railway, water, and air. The railway department and coastal ports cooperate to build a multi-modal transportation information service platform of Chongqing International, break the logistics information barriers between different logistics parks, logistics enterprises, and transportation modes, promote the effective matching of delivery vehicles and goods, and develop a full chain of cross-border trade Information sharing and business collaboration.
